Using Data to Demystify Voter Residency

In 2018, New Hampshire Republicans and top election officials championed revisions to the state’s residency code on the premise that they would bring clarity to its election requirements. But something strange happened in the months after that law took effect: State officials declined to explain what it actually changed. Much of the legislative debate surrounding the bill focused on the link between vehicle registration and voter residency, so with the help of a colleague I used state election records to illustrate where voters would be most affected by changes to those rules.
